Kodi still plays videos itself

Restart Kodi first. It reads its player configuration only when it starts, so a change made while it is running does nothing until then.

Then check Settings › Kodi in TinePlayer. On Additional Player, Kodi keeps playing videos itself unless you choose Play using... each time. Set Configure As to Default Player to have everything handed over.

Play using... is not in the menu

Kodi 20 and earlier only show it under Videos › Files. See If Play using... does not appear.

Choosing TinePlayer does nothing

Kodi is probably installed as a Flatpak or a Snap. A Flatpak needs permission to start anything outside itself, which TinePlayer shows as a Sandbox Permission setting; a Snap cannot start another program at all. See Linux considerations.
